Just mine some coal, put it in the truck, mine more coal until it is full, then head to Seer's Village and you can withdraw coal from the trucks at the station and bank it.
If your aim is the money or smithing portion of mining iron and somewhere to actually store the iron ore after you've mined an inventory full, I'd say the best place would be South of Varrock, but there are ore stealers there and it's almost always pretty crowded.
